Written comment on issues of concern may be submitted to the Port Office at any time. 5:00 pm: Public Hearing Regarding Proposed 2018 Toll Increase5:00 pm: Public Hearing Regarding Proposed 2018 Toll Increase PUBLIC HEARING FOR PROPOSED TOLL INCREASE The Port of Hood River will hold the second of two planned public hearings related to a proposed toll increase during its regularly scheduled Port Commission meeting Tuesday, November 7, 2017 beginning at 5:00 p.m. The meeting will take place in the Port conference room located at 1000 E. Port Marina Drive in Hood River. The first hearing took place October 17.
The proposed increase is included in the fiscal year 2017-18 Adopted Budget and recommended by staff to take effect February 1, 2018. Following a brief presentation by staff, the Port Commission will hear public comment, with each speaker afforded 5 minutes of time at the podium.
The proposed increase has tiered rates, with customers of the Port’s electronic tolling “BreezeBy” system providing a discount from the cash toll rates:
PROPOSED NEW CASH TOLL RATES Class 0 Vehicles (Motorcycles) - $1.00 Class 1 Vehicles (Passenger Vehicles & Pickup Trucks) - $2.00 Class 2 & Above (Large Trucks, RVs, Trailers, , Busses, per axle) - $3.00
PROPOSED NEW BREEZEBY ELECTRONIC TOLL RATES Class 0 Vehicles (Motorcycles) - $0.75 Class 1 Vehicles (Passenger Vehicles & Pickup Trucks) - $1.00 Class 2 & Above (Large Trucks, RVs, Trailers, Busses, per axle) - $2.00
The proposal would increase the base rate for cash paying customers by $1.00 and by 20 cents for BreezeBy customers. A bank account is not required to open a BreezeBy account, and one free transponder is provided per household for each new account. The staff recommendation includes a provision that all new net revenue derived from the increase be dedicated solely to the Port’s Bridge Repair & Replacement Fund. Capital expenditures are expected to increase significantly in the next several years, with the Port’s 30-Year work plan anticipating $51 million in expenditures by 2032.

6:00 pm: Commission Retreat Evening Session6:00 pm: Commission Retreat Evening Session – The Port Commission will have and evening lecture and workshop event facilitated by futurist Glen Heimstra beginning at 6:00PM (doors open at 5:30) at the Port conference room located at 1000 E. Port Marina Drive in Hood River. Beyond 2030: The Shape of Things to Come: On Tuesday evening November 14 Glen Hiemstra, Founder of Futurist.com in Seattle, will speak about longer-term trends shaping the future of cities, regions, and transportation and the role that transportation plays in the vitality of a region. Glen’s presentation will offer a sweeping and entertaining overview of the key trend areas shaping the next two decades and beyond: demographics, technology, the knowledge-based economy, environment, and the next energy revolution. The predictable but often surprising nature of the future will be explored and those who attend will be challenged to wake up to the future and to be proactive in the creation of a preferred future. Specific developments that are noted will include the Internet of things, driverless vehicles and drones, nanotechnology, 3D communication and entertainment, the disruptive future of energy, aging and youth demographic trends, confronting the great divides in society, environmental challenges and green business opportunities, and biotech advances that offer the hope of longer and healthier lives. Glen offers a hopeful vision for the rest of the 21st Century that, if anticipated and dealt with creatively, can create opportunity in our community for the longer term. |

9:00 am: Commission Fall Planning Retreat9:00 am: Commission Fall Planning Retreat – The Port of Hood River Commission and staff will hold a full day planning retreat facilitated by futurist Glen Heimstra on Wedneday, November 15 beginning at 9:00AM in the Port of Hood River conference room located at 1000 E. Port Marina Drive in Hood River. Mr. Heimstra will lead discussions to explore the long-range future of the Port and our community; looking ten to twenty years ahead. The purpose is the explore the trends and opportunities that may shape this region, discussing the possible impact on the Port and on the community, so that when we are making shorter term decisions we have this long-term view in mind. Glen Hiemstra is the Founder and CEO of Futurist.com, in Seattle, Washington. An international expert on long range trends and processes for creating the preferred future, Glen has advised professional, business, and governmental organizations for more than two decades and served as a technical advisor for futuristic television programs. He is the co-author of Millennial City: How a new generation can save the future, author of Turning the Future into Revenue: What Businesses and Individuals Need to Know to Shape Their Future, and co-author of Strategic Leadership. Futurist.com is regularly visited by people from over 120 nations. Glen has helped enterprises around the world look as far as 100 years into the future to search for strategic opportunities and preferred futures, including industries as diverse as energy, aerospace, transportation, pharmaceuticals and financial services. Glen grew up in the Gorge during his elementary school to high school days, not far from the Vista House in Corbett Oregon.
