KEN JERNSTEDT AIRFIELD NORTH APRON REHABILITATION PROJECT
The Port of Hood River is requesting bids for Ken Jernstedt Airfield, NORTH APRON REHABILITATION PROJECT, A.I.P. Project No. 3-41-0026-012 in Hood River, Oregon 97031.
This work includes the following major work items:
- Excavation, Embankment, Earthwork and Grading
- Asphalt Concrete Removal
- Pavement Subbase and Base Construction
- Bituminous Surface Course Construction
- Pavement Underdrain Construction
- Storm Drain Removal, Repair, and Abandonment
- New Storm Drain Construction
- Construction of New Taxiway Elevated Reflectors
- Miscellaneous Electrical and Signage Improvements
- Pavement Marking
This is a Prevailing Wage project subject to ORS 279C.800 to 279C.870. Beginning Wednesday, March 4, 2020 a complete solicitation document, including scope of work, sample contract, and design specifications, may be examined or purchased during normal business hours at:

There will be a $35 nonrefundable charge for each printed copy of the solicitation document. The document can also be downloaded online through the Port’s RFP Bid Center at https://portofhoodriver.com/north-apron-rehabilitation-project .
Plan Holders must submit an email address and company name to receive project updates, addenda, and clarifications by email.
Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the Port. The Port will only consider contractors who are able to demonstrate prior experience with similar work. The Port may investigate to determine the qualifications of the bidders as part of the evaluation of the bids. Bidders must submit qualification statements in accordance with the terms of Subsection 20-02 of the specifications with their Proposal. Proposals submitted without qualification statements will not be accepted.
Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
This contract will be funded, in part, by a grant from the Federal Aviation Administration. As such it will be subject to federal requirements. These include, but are not limited to:
- Buy America Preferences;
- Foreign Trade Restrictions;
- Prevailing Wage Rates. All labor shall be paid no less than the minimum wage rates established by the US Secretary of Labor (Davis Bacon) or the State of Oregon (BOLI) whichever is greater.
- Affirmative Action Requirements;
- Government wide Debarment and Suspension Provisions; and
- Government wide Requirements for Drug-free workplace Requirements.
All applicable federal provisions are given in the specifications under FAA Required Provisions.
The Port of Hood River, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
In accordance with federal requirements, the Port has determined that this contract has subcontracting possibilities and encourages the participation of Disadvantaged Business Enterprises as prime contractors and subcontractors. However, no DBE contract goal has been established for this project.
Based on the 9th Circuit Court Decision in Western States Paving Company v. Washington State Department of Transportation, the Port has determined that it is appropriate to use a race/gender neutral goal. The Port encourages all bidders to take active race/gender neutral steps to include DBE’s in this contract. Race/gender neutral steps include: unbundling large contracts, subcontracting work the prime contractor may self-perform, providing bonding or financing assistance, providing technical assistance, etc. This contract can be awarded without the lowest responsive bidder meeting the goal or demonstrating good faith effort to meet the goal.
There is a MANDATORY pre-bid meeting for prospective prime contractors at the FBO building at Ken Jernstedt Airfield scheduled on Monday, March 16, 2020 at 10:00 A.M. PDT. Prime Contractors that do not have an authorized representative attending this meeting will be considered nonresponsive.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the Port in an amount equal to ten percent (10%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.
Bids must be addressed to Michael McElwee, Executive Director, Port of Hood River. Bids must be delivered by 2:00 P.M. PDT on Tuesday, March 31, 2020 to the Port office located at 1000 E. Port Marina Drive, Hood River OR 97031. Bids will not be accepted after 2:00 P.M. PDT on Tuesday, March 31, 2020. Bids will be publicly opened in the Port office immediately following the bid deadline.
